Do you need help paying energy and water bills? You may qualify for federal aid.

A representative from Spectrum Community Services will be on site to accept applications and answer questions about the Low Income Home Energy (LIHEAP) and Household Water (LIHWAP) assistance programs.  

LIHEAP helps qualified households with a one-time-per-program-year payment on their energy bill. The temporary LIHWAP program helps qualified households with a one-time payment on their water or sewage bill. 

Applications for these programs are available in the Community Resource Area on the first floor of the Downtown Hayward Library. 

Please bring copies of:

  1. your current energy or water bill, including shutoff notice, if you have one
  2. proof of monthly income
  3. U.S. government-issued ID. 

A Spectrum representative will be available 2-4pm on the second Tuesday of every month at the Downtown Hayward Library.
